Industry Index and Asteroid clusters in Null

Hey folks,

So I was given to understand that If you managed to mine an index up to level 2 before downtime, after downtime I could expect to see a Medium cluster in the system (assuming the ihub upgrades there in) .

So i managed to get the system to about 50% of the way to level 3 before Friday and A med showed up, but RL took hold and I couldnt take advantage of the new site. Returned sunday night and decay had happened as it does and I was back down to below level 2. Fine.

More roids killed and got it to about 3% on its way to level 3 with about 15 mins left to downtime (didnt check what it was at for downtime). Logged back in Decay happened but still at 1%. Index still hows as Level 2, but no med cluster.

Is this normal, a glitch or am I missing something fundamental on how this work?
