Well it is really just taking the time that someone spent training a character and transferring it to another. All it does is change the time frame in which a character reaches a certain level of SP. You would definitely have to impose some kind of penalty. I would say minimum you should loose 50% of the SP in the process. Also, some kind of limit or diminishing returns would be needed. Make it so that people with more SP already get a decreased benefit. Wouldn't want this to become some kind of SP arms race.
