Eve launcher issues ( wont patch)

Just like the title says. I dont know where to post this at but the launcher wont patch. it gets to about 20 % and this big error text box pops up. i tried the eve repair tool but it just says error too. Can Anyone help me?

Right click the launcher icon and "Run as administrator" ; had the same problem for a couple weeks.
