Is this a scam?

No, this is a legitimate service that offers voice servers for in-game ISK. CCP does not allow people to scam with out-of-game services as mentioned here: https://forums.eveonline.com/default.aspx?g=posts&m=174820#post174820

Is this RMT?

No, no virtual to real money transaction is occurring, and CCP is perfectly fine with people offering virtual goods & services for ISK. The only thing unique about my service is that I have automated the process of offering voice servers as a service.
