Declaring war to a corporation is not the USE of wardec, it is what Wardec does.

You dont USE a war declaration, unless you found out a turret or bay that fires wardecs for damage.

Declaration is the act or effect of the the verb declaring. The use is what you intent doing with that action.

It allows you to attack another corporation ships with no Concord response, which is also its procedure of acting, not its use.

You can use that "act or effect" of the action of declaring war to simply attack someone. To compel someone to pay you. To circumvent some mechanics when you declare war between two alt corporations you own. (I wont explain what for obvious reasons), and it can also be useful in espionage and general trolling.

From the perspective of "Carebear" vs "Elite PvP Nut" it is simple:

Elite PvP Nut Corp who thinks they are mercs pays 50mil for Concord to look the other way.
Carebear pays SCC 2mil to get fake front corp open.

All business.

If con is the opposite of pro, then is Congress the opposite of progress?

In theory yes. Some take it as means to target a person or persons though and avoid gank repercussions . As seen in the war dec avoidance threads where they feel put out when a corp dissolves and reforms under a new one in whole or a person or few peeps moved on.

Me I say the war dec achieved its means. It shutdown a corp to failscade. this based on my 0.0 time. We shut down blob A. Will they come back later? Maybe. But at that moment the CAOD chest beating right was ours.

Some who use it for this more personal means though....it was never about the corp it was about select persons in the corp and not about this. They lost sight of the premise the war dec is made against the corp not certain people in it. Or they need to find better targets to mess with a person and shut down thier show at the same time. I am sure many got their rocks off dismantling the work of say Sir Molle ( a few times in fact) in the past.

This my only sticking point to war dec really. If it was followed for the real purpose behind it it be all good really. Its the concord avoiders who ruin it Imo. Why I have an odd respect for honest to goodness gankers. They keep it real. They want your wreck, they don't hide behind some half baked facade of a contrived moral crusade against the evil empire bear. They want you dead, your loot, your salvage and tears. No false pretenses there. And make it happen neut grey with a shot clock courtesy of concord response time. I can respect that tbh.

I wouldn't know anything about it.

Instead you should listen to people with no relevant experience who're openly disdainful of the fact that highsec PVP exists at all. Those are the people whose input about highsec PVP mechanics is valuable.

The only chat channel most merc corps are in is Merc Contracts. The idea that every merc corp is in cahoots with the others is a flagrant lie that's been perpetuated since the dawn of time by carebears to justify their unwillingness to interact with other players. It's obviously a lie too, and this is evidenced by the fact that these groups are perpetually at war with each other.

We were literally at war with marmite for six months this year, P I R A T for almost two months and both those groups have been at war with eachother too, not to mention all the lesser merc entities.

What do you want to bet you'd have been in peace talks within a week if there was a possibility of you seriously hurting each other? You don't have PoS, they probably don't have PoS. Even if you did, everything worth blowing up would be stored in a nearby station. The most significant assets of either alliance which were ever at risk were whatever was hovering off Jita 4-4.
