Since every one else has the kill board aspect covered let's just go this way.
You can klill anyone in high sec that you choose to there is nothing that stops you. But if you choose to undertake such an uncivilized activity in the "civilized" regions of space you will pay a price for it. Don't like that go to low or nul.

You can shoot anyone in high sec that is red and the best part if you will not face the wrath of Concord for doing so.

In times past it was possible to kill Concord, CCP determined that was a bad thing considering the role Concord plays in the game so they changed it.

ANd now the whole skills thing.
See you hate it, yet it is one of the very best parts of EvE because it balances character skill level out. Those who have a few hours a week can gain character skills at the same rate as those that can play several hours every day. If that is a problem for you then quit.

I've been playing the game doing pretty much just PVP since 2011.... and last night I got killed in a solo fight by a 10-day old new character. Admittedly it was because I got cocky (meta-fit atron trying to take on his catalyst solo because he was new), but it is possible.

It's not the game, mate, it's you.

First of all, regarding being able to escape with warp stabilizers... the stats of every ship are common knowledge, and the PVP guy hunting you knows exactly how many low slots each ship has, and the maximum number of stabilizers that you can put in, and he will just bring enough friends to overcome that. In addition, the warp core stabilizer module actually has huge drawbacks when it comes to fighting; it makes it almost impossible for you to target anyone. In any case, you are better off fitting your ship for a PVP fight, than fitting it for "run away", because a. you may actually kill someone before you die, and b. your ship will have more defenses.

Second, each ship has a purpose, and a hint is given in the ship description. People take the ship bonus and overpower the hell out of it, installing only modules, rigs, and even implants to multiply that ship bonus only. The Blackbird, seriously, ECM Jammers are its only purpose, and you don't even think about weapons, or even defenses, which means you have to rely on others to defend you, as the point of the ship is to help your friends by jamming the enemy. NOT a solo ship, not a PVE ship.

Third, as you can see, you can rant all you want but your kills and deaths are automatically collected and are public, and you can't argue with your kill/death ratio. So, if you want to learn, google up some guides; all you have to do is search for "eve online blackbird" and quite a few guides pop up, same for any other ship. Otherwise if you're dissatisfied and want to quit, just do that. No sense posting this foolishness.
