Buffing Data Sites

A potential way to increase the value of data sites, but I don't think it would be a particularly simple way.

Basically have meta drops be broken items that need to be reverse engineered much the same way T3 ships are reverse engineered.

Some differences would be, a broken meta item would not need a POS for reverse engineering as they are much simpler items that t3 cruisers.
Secondly they would always produce a 1 run BPC of the item, but this would be adjusted by decryptors.
Next they would only use 1/2 the number of data cores that inventing a comparable item would use.
Finally they would need a T1 module to produce the finished product.

So for an example, you shoot a belt rat and it drops a Broken 50MN Cold-Gas Enduring Microwarpdrive.

You could sell the broken item on the market, or reverse engineer it in any station that allows for invention.
It would require 1 Datacore - Rocket Science and 1 Datacore - Molecular Engineering, you chose to use a Parity Decryptor so you would get 4 runs, a ME of 3% and a TE of 2%.

For an added bonus they could require some of the High Tech drops that come from the Data Sites depending on what you are trying to build.

in your example, it would cost 180K in core and 1 million in Parity Decryptor in order to get 3 run BPC that would give revenue of 24k isk.

I do like idea of BPC for meta modules, but your method is way too expensive, and need high number of run on one BPC to make it viable for industrialist to run on it.

By requiring a T1 module to manufacture the finished product, the base cost of the modules would increase by default. In the given example it costs about 200k to make a 50mn Microwarpdrive I.

Edit: Decryptors also add to the total number of runs so the given example would net 4 runs.

If you don't follow the rules, neither will I.

If your goal was to increase the value of data sites compared to relic sites, there is a very simple approach the utilizes existing data site mechanics, and will have minimal impact on the EVE economy. Simply expand the skill-book drop table to include a range of skill-books normally available from NPC sell orders. If the NPC sell orders are maintained as well, you will have no impact on overall supply (which is functionally infinte), and the drops will have a defined ceiling price at the NPC sell order price.
The skillbook loot tables could include a wide array of rarity and value, from common, low-value skills to extremely rare but valuable skillbooks such as capital and titan piloting.
It's a simple change to implement, and is unlikely to have a significant impact on the broader economy. However, how much more attractive do you think data sites will be if you have a small chance to run across that extremely rare 500m isk carrier skillbook drop?
As a side benefit, null-sec will become more self-sufficient if explorers are able to supply the local skillbook market.
