NPC gate guards disrupting cloaking

I dont know if it only happens when exploited, or it happens by accident also, but some crucial gates in hisec systems known by high volume of suicide ganking, the Gate NPC guards clog up on the gates, preventing blockade runners and general cloak ships to clock right after warping.

As something that can be artificially caused, it might need some work.
