No such thing as best it's all up to you to decide.

Considering you can fly a Raven then that to me would be the best option.

Range is not a problem with a micro jump drive, that 120 quickly becomes 20.

If you cannot effectively kill frigates with your cruise then you have a fit problem or a skills problem both of which are easy to solve. Besides you should have a nasty set of light drones waiting for those frigate anyway as other have suggested.

Upgrading from a Raven to the Caldari Navy Raven would be a decent idea as well they are more ISK but they are significantly better in a mission pocket.

In the end it is up to you. You can train the added skills needed to make your Raven better or you can train skills to fly another ship that may or may not be better for you.

also don't shoot frigs at 120km with a cruise raven. LIKE WHY!?!?!?

EWAR rats. About the only frig I shoot at distance, at least thin them out. But yeah, the raven isn't the better choice for that, not unless you rig down your explosion radius like the CNR gets a bonus for (making it better vs. mission rat frigs).

I'm in it for the money

My advice would be to eventually train into a Marauder then, since it eliminates having to utilize another ship for salvaging (and it drastically speeds up the process). But for the present, I'd go with a MJD Raven. Drop your MTU, MJD out, kick in the afterburner and orbit @100km and shoot to your heart's content.

My missioning alt started L4s in Maelstrom, alternating between artillery fit and autocannon fit depending on the mission), then moved on to Tempest Fleet Issue, then Vargur, then I discovered better ways to make ISK.
