[Launcher][Web] Links opened from launcher opens in two browers.

I noticed this at the last patch. When I click on a link, any link, in the launcher, the link opens in both IE11 and my chosen browser, Seamonkey. I tried resetting the default browser to Seamonkey, and Windows 10 shows that it is in fact Seamonkey, but the problem persists. So when I click on Patch Notes in the launcher, the patch notes opens up in Internet Explorer and Seamonkey at the same time.
