The main reason ab is better than a web/extra web for 1v1 fights is because when you overheat it you increase your speed. When you overheat a web you only increase its optimal range. Plus the scram can only reach about 10 anyway. So unless you fit a disruptor the web won't help you hold an opponent anyway.

If overheating a web increased the amount you slowed your opponent, then it might be viable to use a web instead of an ab when flying a slower frigate.
