Screw the "when." I'm more interested in what the expected price of medium citadels will be.

I think CCP Nullarbor indicated the first citadels (medium & large) will be around years end.

This is pure speculation but I would say mediums around 500mil to start and will quickly drop to around POS prices. Large I have no idea. XL is 100+bil

The correct answer is "after an extended downtime of an unspecified date to be named later".
You know what would be great? If they just released it and didn't tell a soul that it was coming. Nothing in patch notes, no Dev blogs, just BOOM! there it is, deal with it. I actually do think it would be more fun if they leaked more content into the game in this manner.
