Blackened veins? Could be Jovian or Amarr.

Look here for more details.

EDIT: Blackened veins was an option in the old character creator for the Amarr.

I tried to make my alt a loli, i was severely disappointed when i couldn't make the breast size smaller than an a cup and make her as short as a loli.
