As you probably have seen someone bought up all the tengus in all the hubs. I take its the new doctrine for Provi or goons?

GoonWaffe did list a bunch of fitted Tengus on contracts in Derelik earlier.

Someone plans on using and/or losing a lot of heavy missile tengus. If you look at some of the subsystems and other key parts to a basic heavy missile fit you will see that in the last two days all have had massive volume increases (50% - 100%) resulting in higher prices for some of the items.

Yep, its the goons doing one of their FCs had us blue temporarily and saw that they were running a Tengu fleet. Sadly enough they kicked us pretty quickly though but said that they love us!
