I know their will be all new hull blueprints to build them, my question is will they still use the current station parts blueprints?

While I am very doubtful, I don't believe anyone is qualified to answer this accurately for you, all we have at this time is speculation, and some rough 'guesstimates' on the buildcost of the various citadel sizes.

The answere is no, it has been already said in a citadel discussion topic a while ago

If relativity equals time plus momentum, what equals relativity, if the momentum is minus to the time?

Yes there is, check the discussion devblog about it. It has been said by a dev.

I think a better strategy would be a set of diverse and variably vague and contradictory statements to drive as much market speculation across as many item categories as possible.

Im sorry i wasnt clear enough. It is in one of the early structure overhaul discussion topics. The one with 50 ish pages (last time i checked a month or so). Its somewhere around page 41-48 or somewhere. I cant really be bothered to look it up, but you know now where it is.
