Then you should know that mission runners need a mining permit too. It's only 10mil Isk and valid for a whole year.

its NRDS space u ur free to mine/rat all the time and we got the best refining stations in space also 2.5% tax for pi

Why high sec gankers hmmm let's see.... How about why not, or because they can or it's how they want to play. Maybe the best reason the tear vats have to be kept full?

Yes shooting people in Eve is wrong.

Also, killing people in the Battlefield games, that's a no-no.

Defeating someone in an RTS match by killing his unity is a hell worthy offense.

You have to come up with a working definition of 'high level elite players' first. Good at politics? Good at solo pvp? There's a million ways to play this game, so what is elite is largely left up to interpretation. Eh, that is sort of a stretch there man. While players can prevent being personally ganked easily enough, once someone has made a mistake, fighting off gankers and stopping a gank in progress is pretty difficult. There is absolutely no way to stop them from reshipping and doing it again and again, which is honestly a little un-EvE like in my appraisal. There is no way to bring the fight to them per say.

As counter-intuitive as it sounds, CCP conducted some research into the relationship between ganking and new player retention, and found that griefing/ganking increases the number of newbies who continue playing.
