Pretty common behaviour for a high demand item that few people keep large stockpiles of, but that can be build quickly.

Spikes from buyups (either alliance-level logistics buyups or speculators causing market shocks). Quick fall back as T2 BPO owners (who dominate this market) finish their next batches.
