The utility of various T2/3 ships

It has been a while since I had to puzzle over my main's training plan, but coming up on 100m skillpoints I am now at a bit of crossroads.

I have the bog-standard ship list behind me: All racial frigates, cruisers, battleships, bc, logistics, recons, hac, interceptor, destroyer, weapon systems, e-war and the like behind me. I'm now waffling on the order in which I'll max the less often considered and probably terrible t2/3 ships. Here's my list of subcaps that need work:

-Assault Frigates
-Black Ops
-Electronic Attack Frigates
-Command Ships
-Legion

All of these are competing for presence atop my skillplan along side my relevant carrier and dread skills (which I don't use often, but are extremely nice to have every now and then), so I would like to get opinions of other pilots about which of these T2/3's will get me the most overall use. I probably won't use any of them very often, but in the end my desire to have some reasonable explanation for training order is getting the best of me.

Put all those ship types in a hat and draw one out at random.

It's more logical than looking for the most effective of that terrible lot. Unless you're flush with leadership skills, in which case: CS V, obviously.

AFs (well, some of them atleast) are awesome. I'm just saying.

It really depends on what you want to do with them. Train whichever one you want to use. If you're not planning on using them, then a RNG is the easiest way to pick.
