Be it off or on, charging, indisposed, semi-inelegant, but whatever, self-aware in some state? Maybe even in time, further than that? Building on it to a more advanced state? Say 100yrs, 500yrs, 10000yrs, 1000000yrs+? Possible?

It's probably already been done. If you cannot prove or disprove that other people are/aren't "programs" with the appearance of self-awareness/consciousness/whatever, and if you sire children, then you've probably created AI.

Seriously, if you cannot define what it means to be sentient/conscious/self-aware or if your senses cannot show/prove/detect sentience/et.al., then isn't it possible that everyone else is just an Eliza chat bot? Or maybe you're the chat bot since you do not have the senses, ability, language, etc., to "define" provable sentience, in which case you're the AI.
