Monitor doesn't do that. Turn off aero snap for one. Scan system for malware and viruses. Scan for root kits. imo likely candidate is a dirty hidden process executing a task, or a possibility of that anyway. Other possibilities, video drivers, other running processes that just can't cope with winx. Kill all unneeded processes, and eliminate threats.

Go look at the Linux forum here. The only issue is you want a system that will be above minimum specs, as in comparison to a win install, it'll run a little slower/little more demanding. But since they killed the native Linux EVE client, they seem to have made sure it's kept running on wine under Linux. Likely CCP has an in house test system with Linux, especially since they use to dev the client for Linux.

Sounds like the famous Windows Error Reporting problem. Was a problem in Windows 7 and Windows 8. To turn it off, do this:

I also really would like to know what CCP, being the decent people I perceive them to be, imagine sane users upgrade their operating system to? Where do I go? I'm still on XP and fiddling with Ubuntu.

There was a linux client I read, and I trust they were perfectly reasonable in ceasing its development whatever the logic to that was. Hopefully there will be a migration (at least maybe cascaded over a period of time) of a few more percent of the overwhelming marketshare of Windows towards Linux systems - in hopes it may return. What alternatives are there? Going until 2020 using Win7 feels like changing crutches.

The plan for me right now is buying a faster processor which amounts to buying entirely new hardware due to the APU and going with Linux and Wine and hope for the best. But what is their stance? Do they expect us to use Windows 10 when they cease support of DirectX9 in the foreseeable future?

We may very well risk a period of oblivion for people that finally stop using Windows and move over to Linux. We probably won't be many, but it may yield a few more percent of market share to Linux, if it will be enough to sway developers is another thing.

Perhaps a temporary solution is to dual boot, which are my plans, and then only use the Windows system for games that aren't native on Linux.

Perhaps some day in the future. Nothing lasts forever, not even Microsoft or Windows.

Eve runs fine with my Windows 10. haven't had a problem. My laptop is also 5 years old and Eve runs better on this laptop with WX than when I had Win7Pro on it.
