Covert Ops

are the Ship Skills to consider

Covert Ops will require a racial Frigate skill at Level 5
The SoE Frigate doesn't (but will perform better if L5's are trained)

I would also recommend joining a corp that specialises in wormholes, industry or mining. you should get better access to advice/guidance on those activities that way.
