I was looking at volumes of compressed ore being traded and was wondering why so little of it is compressed? I was also speculating at whether the ability to tax PI now will negatively affect the centralization of manufacturing? If so wouldn't it be necessary to mobilize minerals to a greater extent?

Probably something to do with being unable to compress ore in high-sec?

I think you can only do it with a Rorqual. Which, iirc, means low-sec and down. So any ore bought in high-sec would have to be staged over to lowsec then compressed. at which point it's probably earmarked for something other than reselling.

After further research I found the short history of compression: http://wiki.eveonline.com/en/wiki/Mineral_compression. Apparently, mineral compression takes other forms, and can be indirectly done in high sec through making low volume, high mineral content modules like the 800mm repeating artillery. The sunk cost of a few million for a BPO vs. a couple billion makes the trade-off in a little lower density worth it, apparently.

This.

Also, you can compress minerals in hi-sec using normal factory slots and cheap blueprints. This is more practical and more widely available than using low-sec Rorqual compression.

425mm Railgun I's are used to compress minerals for shipping out to supercapital production lines. This form of compression is so fast, simple and efficient that it has become part of the normal supercapital production routine for many of us.
