I hate to say this, mate, but... getting a bunch of pirates all in one place is like trying to create HQ fleets in the first place... like trying to herd a lot of cats... It takes practice, and trust, annnnnd yeah... pirates = cats = no trust = lots and lots of work. Good luck. Really. Unless you can get the GOONS or TEARS crews... those guys tend to work well together, but it's also like herding cats.
