With operational fitting service, the lights are on, windows open, everything's easy to see.
With no operational fitting service, it's as I described earlier, and when you undock, you pull the car out onto the driveway where you can open the hood, check the oil (ammo), and that fun stuff.
Mobile Depot is dragging the tool box out of the garage and into the driveway to work on the car.

Case 1: Operational Fitting Service/Within range of mobile depot - You can open the fitting window to view the fit and swap modules to your hearts content

Case 2: Fitting Service Offline/Undocked - You can open the fitting window to view the fit but you cannot make any changes to the fit

You do not have a fitting service when you are out in space. I cannot make this any clearer. If the fitting service is required to view the fitting window in station, why is it not required to view the fitting window when undocked and not within range of a mobile depot?.

What you said in the quote above implies that the Case 2 I listed is correct. You describe being able to "open the hood, check the oil, and all that fun stuff" when there is no fitting service active or the player is undocked. Congrats if you are just trolling me but Im baffled that you can support the concept in your example but oppose it in your conclusion.

Your failure to understand the concept is not trolling on my part, but I'll try to simplify it even further for you.

I do not need to have my car in the garage to open the hood and see what kind of motor I've got or to see what size tires I have mounted. This correlates into your being able to open the fitting window while undocked.

When I put my car in the garage with shop lights, a lift, and tools, I can swap motors, chenge oil, pretty much anything I need to do. This is having an operational fitting service.

Now, if I go out to the garage at night during a black out, even though all the equipment is still there, none of it works and I can't see a damn thing. This is what a disabled fitting service is.

I can't dumb it down any further, so if you still don't get it, ask someone else to read this thread and explain it to you.
