To be honest, every time I visit most of NPC null, I don't see a lot of people who try to "claim" the region. Sure, there are likes of Stain that always have some entities there, but there are also likes of Great Wildlands, for example. Syndicate and Curse, from what I know, are pretty populated area, but people are mostly there to fight.

There may be no region in EVE such as one you're asking for, but there are proxies good enough. You may try to begin with those.

maybe one or two want this hardly enough to make it worth CCPs time and money to make it happen. Get over it life is full with disappointments. go fly some ships in low sec, 0.0 or WHs
