Scanner Blocking Modules

These would be two new modules - one which blocks Ship Scanners and one which blocks Cargo Scanners.

The implementation could be either simple or less simple:

1) One module is sufficient to make ship impervious to any number of scanners; or

b) Works like WCS, where each module has a strength value and the value determines how many simultaneous scanners can be blocked - ex. a T1 module, with a blocking strength of 1, may be able to block only one scanner (a second scanner, activated at the same time on the same target, would successfully scan the ship/cargo) , while a T2 module, with a block strength of 2, may be able to block two scanners.

This could also be implemented as rigs, instead of modules - which would prevent their use on JFs and freighters.

Could be only one, picked at random, or could be both.

I'd probably lean towards both working; it simplifies what happens when there are situations where there are multiple scanners and multiple blockers. Just like warp scramblers/disrupters and WCS.

Interesting idea. I recommend making it an active, low-slot module with relatively low fitting costs. Then it competes against modules which provide greater agility, speed, cargo-space, armor/hull hitpoints, etc.

I think it is an interesting gameplay idea if someone wants to prevent people from seeing what is inside the hauler or freighter. In terms of the meta game, not necessarily the wisest choice sometimes...

I also recommend making it so that it blocks customs officer scans.

CCP should add more NPC 0.0 space to open it up and liven things up: the Stepping Stones project.
