In fact, though, I DO have a Mining Permit Permit which allows me to issue Mining Permits. It's a very meta thing but if it is going to be a point of contention so be it. My bio proudly proclaims my right to issue Permits.

Why would an Imperial License be important?

Gallente is a Federation, Caldari is a State and Minmatar is a Republic.

None of them follow silly Imperial decrees from Amarr. They make their own rules, same as CODE.

The last time someone I knew payed code ISK the result was their ship got blown up anyway by code. The reason given? "You may have paid, but you did not pay me".
