Eve launcher- causing connection errors on any browser.

A few weeks prior, I tried to login to Eve, and an update was required. Now, when I was running that update, I was unable to do ANYTHING else on my system that access the internet; any web page I try to load gets met with an ERR_CONNECTION_RESET, the launcher is unbearably slow to download the patch (a 200MB patch took a few hours, now my connection is not stellar Google Fiber speeds, but for my area, it is an acceptable 25/5, Mediacom is the provider in the MidWest US, and is plugged directly into the modem with CAT5).

After a few days of fighting with it, rebooting the system, modem reboots, swapping out the ethernet cable, etc- I gave up,

My parts arrived for my new PC (YAY!)- same problem (which would rule out aging hardware, driver issues, compatibility, OS issuee...) Any time I try to use the launcher to update/install the game, it creeps along, any other site I try to load will not load at all in Chrome FF and IE.

The issue is only happening with the Eve launcher. I have other games/MMOs that I play, their launchers are not causing any troubles, even while watching some Twitch streams with the other launchers updating, still no problem.

I am running out of ideas, I love Eve, but can't even get the bugger installed now...

If stats are needed as to what I WAS running, and what I am running now, I will gladly supply them (to the best of my knowledge when it comes to the old PC).
