Based upon the signup devblog:

This year, we will be seeding the brackets for the alliance tournament as follows:

- Teams will be seeded as per a standard 64 team double elimination bracket.
- Any teams that are eligible to buy in that do so will be seeded in the order they were placed in Alliance Tournament XII. For example, if 15 teams buy in and the 9th placed team does not, the teams that came 10th place and lower would all be seeded from 9-15 in the order of their placing in Alliance Tournament XII.
- Teams that are selected via the silent auction will be seeded in positions 31-34 in the decreasing order of their bids.
- Teams that are selected via the random draw will be seeded in the order they are drawn for all remaining positions.

I'm pretty sure I have it correct but if I don't, feel free to point out anything I got wrong. Also I have no idea how long that bracket will remain up on the site for.
