No Option for “Bottom” On Character Customization Screen

I am trying to make a new char and I get as far as clothes then get stuck as there is no above option. It has feet, mid, outer and top, but no bottom. In other words, no option to choose a pair of pants for the guy.
Any ideas? Want to find out if is is a generic issue applicable to both platforms or just the mac.
