Petition on an inactive Account (GM/DEV)

Hello,

i just would know, if im creating a Petition for/on a inactive Account, the Petition will be Transmitted to CCP and if "yes" how long that could take. Im coming back due to a RL Break and have to reactivate several Accounts, but some are "special" so i had to open a Petition. Still waiting since a Week now so im just asking carefullyRoll
