I would accept those terms however given my experience in the past with asking for uncollateralized loans, it really does not matter how much interest I might offer, in fact by offering higher rates it might be even more of a turn-off because at that point some might think I am just saying whatever people might want to hear to secure a loan.

No history, no collateral... Id sugest starting off with a smaller loan and building up your history. You can always buy plex's from ccp and sell on the eve market for isk.
