Our NEOCOMs go offline so it's kind of hard to tell. It's never really explicitly stated, as far as I can remember, but the reboot of the server is really supposed to be a reboot of the NEOCOM.

Actually I think a dev has semi-seriously said that the downtime is CONCORD enforced mandatory rest period, or something to that effect.
