While the ishtar seems to be the answer to almost every problem in eve, i'm fairly sure a kin/thermal tanked rail talos or naga could do the job easily.
Maybe prefer the Naga with its fine optimal and ability to fit an ECCM without sacrificing much tank (don't know if it's still a thing vs ECM npcs)
