I have a blueprint and bits to build a Roqual. But don't know were I can build it. Can you build it in low sec stations or does it have to be in a pos.

You can build the hull in low-sec stations with manufacturing facilities. While you can build the components in highsec, they're a LOT ore problematic to move than the minerals, I'd suggest always building the components in the same system as you're going to build the hull in.

Worth noting though, the Thukker Assembly array will give you a 15% reduction in the minerals required for your component builds, obviously this will require a POS, make sure you do the maths on which option is better for you.

Of course one wonders what you want a rorqual for in the first place; since crius enabled ore compression in a POS, rorquals have become pretty bloody useless.

You can build it:
* Any NPC station with manufacturing facilities in 0.4 security or lower.
* Any outpost with manufacturing facilities.
* Any POS with an online Capital Ship Assembly Array (formerly called X-Large), anchored in 0.4 security or lower (includes w-space), and the components can be built in a Component Assembly Array.
