Why are modules getting stuck?

For some reason cap boosters stop auto reloading occasionally and propmods keep showing red once you cycled down. Then you got to drag around then propmod icon until it doesn't show red anymore.

Why is that and how can I avoid that?

Cause eve is a buggy piece of ****, also if you get a ship reimbursed empty slows show as beeing full in the fitting screen.
