Dual Monitor Issues (Tearing/Camera Center)

Hiya,

I've returned to game recently. I run two 24" monitors in fixed window mode at 3840x1080 and I experience these two problems.

1. The 'right' monitor has major screen tearing when I pan camera. However the left monitor does not have any screen tearing when panning the camera. It is almost as if graphics produced on the left monitor are protected by some type of vsync and graphics produced on the right monitor are not. If I recall in the past I had major screen tearing on both monitors while in fixed window mode but since then now it's only screen tearing on the right monitor. So we're getting close to perfection! Any suggestions to resolve this?

So far I have:

Updated Drivers
Swapped monitors
Removed any and all driver forced settings for EVE Online
Disabled SLI
Loaded default MOBO profile (removed all OC settings)

Specs: System: ASUS Rampage III Formula, Intel Core i7-950, Corsair Dominator 6GB, x2 EVGA GeForce GTX 570, Corsair AX1200 1200W, Windows 7 Pro SP1

2. Camera Center in station seems to have little to no effect on the position of my character. If I move the slider all the way to the right the camera view will adjust my character maybe a half inch to the right. Same goes for adjusting entirely to the left. Basically I am stuck with a character in the middle of the screen which is rendered in half between both monitors. Just to note: At one point the Camera Center sliders did not work at all in station or in space. The work around for me was to enter Hanger View and adjust Camera Center slider for space in order to get both sliders to do anything.
