Why wasn't range factored into Fatigue?

I get that Fatigue was devised in order to prohibit the ability for groups of people to travel across the galaxy map near-instantaneously, but AFAIK there was no 'problem' with having limited regional mobility. There's nothing 'wrong' with travelling within one region via Jumps or Bridges.

It seems simple enough to create a system where fatigue increases exponentially based on range travelled, allowing for more regional small-scale mobility while still preventing long-distance travel.

So, why not?

Fatigue DOES scale with range, you know...

Range is a factor in fatigue calculations.

As it was explained to me the jump reactivation timer after a zero fatigue jump is always going to be 1 + (LY traveled) and jump fatigue will be ten times that number while jump fatigue after jumping will be your current jump fatigue x (1 + (LY traveled)).
