Today scientist discovered a rare Quasar quartet galaxy, with the quasars only 700,000 lights years from each other, they are a stone throw away in cosmic distance.

I strongly doubt the writer had the whole universe in his mind as he wrote the article.

It comes across to me as something specific to Quasars.

It's really weird to imagine that there's some natural law ...
... demanding Quasars have to be more than 700.000 LY apart.
