Really like the idea of getting rid of tiers. Perhaps if CCP would check their logs and see what ships are underutilized, it may be enlightening to see ships such as the Scythe and Burst are typically not flown. There are already plenty of ships in the game without needing to add more. As for the arguement that it should take longer to train to a tier 3 than a tier 1...well that may have been the idea back in 2003, but today the game has evolved to where this is no longer truly valid. People will train for ships they want to fly and it's not likely they will be flying too many lower tier ships with notable exceptions like the Dominix which fills a specific role (drone carrier).

What would be great is if one of the BC hulls could be given a medium logi role. Something between the T1 logi bonus hull and the T2 logi range and amount bonus.

I can only quote from the Osprey which gets a nice 500% range bonus to shiel transfer range per cruiser level. I think in the Gallente, Amarr and Matar cruiser lines to be similar bonused ships, ususally tier 1 or 2 cruiser hull to to logistics with and even some very good bonused mining ops.
Please remember that frigates, cruisers and battleships used to be the only ships in EVE for a while at the beginning and all the shiny new stuff we have today with those rigs and tech2/3 cruisers, super-battleships, capitals and supercaitals came way later.
Also consider the EVE was trying to add a style of roleplying to it, based on the Gallente-Caldari and Amarr-Slave wars.

I can remember starting EVE after getting home from a party and curious about how this game could actually hook you even for a long time and after spending one hour for my charater and character points placement, I was welcomed by Aura my ships computer..
Well back in the day I started my character with 50.000 skillpoints - yes you read right 50 thousand and not one more and no idea what to do.
So back then it took 3 or four weeks to be able to sit in a cruiser but very much not be able to fit it accordingly

Well after a few years and just adding tech2 stuff and ships and such they pretty much forgot all about it and made up the ship stats for each race with some rule of thumb.

Even a few nerfs back later all tech1 cruiser hull became less important because everybody was whining about how bad xyz tech2 ship was performing in insta-killing everything that everybody now wants today and as stated before since the rigs let ship fitting sky rocketing.

Back to topic, I totally agree and support the idea of revisiting all the frigate and cruiser hulls we already have but are no longer used or be flown by anyone because xyz tech3 superwtfpwnmobile or machariel can do everything better / quicker.
And please add another med slot on the Moa!

I can agree to the removal of the tier structure for ships to be replaced by a role structure. However, while some modules may indeed need to be looked at, the Tier structure for modules should remain intact as you can probably guess why. (Needs to be said, that's all)

I really can't see the replacement of tiers with roles happening without a pretty big overhaul and here's why.


1. Fleets determine roles needed
2. Roles determine the qualities needed by the ship

We have 4 empires that have their own philosophies when it comes to Fleet warfare (irregardless of the fleet's sized)

That being said each empire would thus come up with its own solution to how to fill a particular role in a particular fleet using said empire's particular philosophies.

So before one can even begin to set ship roles they need to address what exactly are the warfare philosophies of the empires are, and when and how they break from those philosophies to fill roles that run counter to their norm.

Lets take the Omen vs Maller for example.

If it were up to me I'd scrap the omen as a fast gun boat and rebuild it as a fast HAM boat that relies on speed for defenses more than armor. At the same time I'd increase the effectiveness of energy turrets on the Maller while leaving it as slow but thick skinned ship.

The reason for this is that the traditional Philosophy of Amarr design is thick armor and energy weapons as main weapons. This means that by tradition Amarr ships are slower but have tremendous staying power. For the most part the Maller already fits this philosophy but it lacks the ability to capitalize on its lasers. At the same time the Omen also fits this trend having hard hitting lasers, but it lacks the thick armor that is associated with Amarr ships.

By changing the Omen to a lighter and HAM focused ship it allows the ship to better fill the role of patrol/skirmish cruiser, were being able to keep up with or out run your target is just as important as being able to dish out damage. This also allows the Maller to fallow the more traditional philosophy and perform as a heavy combat cruiser that is more useful in larger fleet battles.

Of course before any of this can come to pass the following need to be addressed as well.

1. Hybrids vs Energy vs Projectile vs Missile vs Drones
2. Turret resolution/ explosion radius vs ship signature
3. Active tanking vs Passive Tanking
4. Armor tanking vs Passive Tanking
5. ECM vs TD vs RSD vs TP

As for T1 vs T2

When doing the re balance probably the best way to look at T1 vs T2 is as T2 ships being better specialized at certain aspects of the T1 ship's role while sacrificing in other areas. One should end up with a ship that better fills a particular niche but at the cost of some of the flexibility offered by the T1.

I think the gated skill tiers still need to exist as some ships should be that much more complicated.

However cost and lvl 5 performance should be equally likable no matter what teir it was.

Tier shouldnt = roles

but if you have a tier 2 and a 3 combat ship both should have something different but equally likable performance at lvl 5 for its skill.

Figuring out optimal mathematics is boring. Selection is fantastic.

Having said that, I believe some (a FEW) ships should entirely outclass others. Eve is a game that rewards knowledge as well as skill, and I would like to keep it that way.

By the way, "mining frigate?" Really? Who uses those?

I dare to dream that this might actually happen this year. They're looking at 'problem hulls', but the OP outlines perfectly why many ships aren't used, and removing the tier system would be a major improvement to the game.
