New sov test - how to apply?

During his fanfest presentation Fozzie mentioned that he will be running a full scale sov test on SISI for alliances to explore the new mechanics before it hit's TQ. I'm probably being really blind but I can't find a link or post anywhere with instructions on how to sigh up to this, can anyone help me out?

As far as I know, the test hasn't been announced with a date/time yet. We're supposed to be getting the E-link on Tuesday with Mosaic, but as for the test itself, no idea.

Fozzie also mentioned that whomever got the most space during the sov test would be noted in the E-link description, but with the E-link coming out Tuesday, I have no idea if that's still on the table, either.
