Hi I have PIs in low-sec and I have always used launches to move my stuff, never CO.

What happens if some corp sets up POCO on one of the planets I PI:
1) Can they charge me 100% tax rate for launches?

2) In that case are my choices basically abandon my PI installation or attack the POCO?

They could charge you for importing. If you use rockets, they can't charge you for export. Only on stuff that passes through the CO.

Oh wait, so right now I am paying Interbus 17% for launches, I don't import. I never use the local CO.

Are you saying if it was a POCO they could not even charge me the 17% that Interbus does?

The owner of the PCO could charge you 0.1 %(Bug) or 100% depending on your standing with them. So if you had good standing with the PCO owner you could forgo the launches and use the PCO at a lower tax rate than 17%.

To my knowlege launches are priced on a completely seperate non variable 15% of base index value. You could see this money as going to the colony folk down on the planet who supply you with the rocket used to launch your product into orbit.

I'm still not clear on how launches work. Every time I click the rocket, I get the Customs Office transfer window. AM I doing something wrong, or is CCP being lazy and not showing a launch window for Spaceports?

Launches can only be done from the command center and thus is limited to 500m^3 per launch. Space ports can only export to the customs office.

They can also disallow you from using the POCO based on standings.

That supposedly doesn't apply to launches.

This is the key I've quoted. one other note about launching from CC -- you will receive a bookmark and you won't have to access the CO.

If you click on the "launch" icon from a spaceport, you ARE using the custom's office. :P

You can find those Command Center "planetary launch" bookmarks by looking in your Journal (Alt-J) under "Planetary Launches". You're limited to 500 m3 and there's a cooldown timer. The cans last in space for a few days (but I can't find the exact numbers off-hand).

2 hour cooldown, 5 days in space.

No its not 2 hours.
There are two "cooldowns" involved.

The link capacity of the link to your Command center. This affects the time when the next transfer to Co can be done.
For a not upgraded link, this may be two hours. Upgrade it two times, and it is only a few minutes.

Second cooldown is a fixed time between launches, last time I checked it was somthing like 20 minutes.
