Why ?

isks making without risk = inflation

high isks/hour in empire = less pve'ers in low/null/wh

Like Lvl5 missions, the incursions should be moved in a more dangerous place.

That's all.

Because we all know that wh*ring missions and plex in 0.0 with 1 bazillion blue 30 jumps around is a very risky business Roll

A handful of remarks from my point of view:

  • I ran some incursions (Assault and HQ) and my ISK/hour rarely goes over 90 MM ISK/hour. Between the time forming the fleet, moving from site to site and finally running the incursion the average income is more around 50 MM ISK/hour. Still not bad.

  • Even if we can remove/nerf both Lvl4 missions and high sec Incursions I do not think there will be a reasonable incentive to move a 1 billion PVE fitted ship outside high-sec. People will start farming level 3...Then they will have even less ISK to afford the occasional low/null sec roams in properly fitted PVP ships...

  • Even if we remove/nerf both Lvl4 missions and high sec Incursions I am not sure the risk/reward would be balanced...According to CCP Diagoras (see http://eve-search.com/thread/65469-1/page/1#30) in 2011 370 titans were built (I think this is roughly 26,000 billions ISK). I cannot help myself to wonder how much "risk" the folks coughing so much ISK on a single ship took to get so a fat wallet...Or is it that Incursions are not the "ISK faucets" we should be worrying about?
