"Hollow man" character in captain quarters

First off, bug reporting web tool does not work not matter what I entered or did with the below image. Just throws a generic error, real useful CCP.

Character only partially loads in the new Gallente captains quarters. See below image. (have not tested other faction quarters). Character is a Caldari detis male.

Reminds me of the movie hollow man.

I just wanted to add that the character/graphical settings were all low and as they were pre-crucible. However after turning all the graphics settings to high my character no longer has the above issue.

Issue unable to be replicated....I really should have recorded down what settings I had for graphics.
