At present it is impossible to give access to pos structures to people outside of alliance. There are a number of cases where a friend of an alliance would have a need to park a ship somwhere and would be forced to leave it outside of a hanger since they can't be given permission. There should be a way to grant access to people who have excellent standing with an alliance some kind of access. There should also e a way to limit them specifically to things that they put in the hanger.

Not that I don't agree, but I think you lost your way to the Features & Ideas Discussion forum.

I don't think I've seen a CCP dev post in here in my nearly 3 years. You might have better luck elsewhere.
