I've played off and on for about four years. I have three characters (in separate accounts) with 39m, 32m and 17m skill points each, mostly in PvE and mining. I have a friend who wants to buy them but I have no idea what their value is.

I have zero experience in selling/trading characters so I'd appreciate if y'all could give me a ballpark idea of what I should be asking for the package. Also considering that all together they have around 3/4B ISK and around 3B in assets.

Located in Hi-sec (Ishisomo), in NPC corporations. Good standings and security status all around

For PvE, Two are L4 mission runners in Rattlesnakes (can also fly Tengus but they're weak), the third is the loot scavenger. I can run most hi-sec L4 missions with very little damage taken other than scuffs & scratches to the drones.

For Mining, all three have retrievers and hulks, and one has an Orca. They're great for hi-sec mining as a team.

About the assets, are you saying I should sell everything they have before transferring?

You should transfer all Assets towards one of your Characters you won't sell.
Then put all Assets in a seperate and private Contract for the possible Customer (with an own PRICE).
The Customer is able to accept the Assets then, when he wants to purchase them, too.
