IGB broken

As of yesterday, my IGB seems to be broken. All pages load very slowly or do not load at all. When they do not load, I get this error.

Has anyone else been getting this error? I tried clearing both IGB cache and client cache, but it didn't help. Really do not want to reinstall.

UPDATE: After using my google-fu skills, I have been able to find out that this issue is supposedly due to IGB using IE settings and that I needed to enable more SSL protocols in them. I did that, even cleared SSL certificate cache, but that did not help.
Most popular EVE sites like evepraisal.com, zkillboard.com and tripwire either give me Error code: -205, fail to load properly or load slowly and may fail to load properly.

Is there any known fix to this? As far as I know, people started getting similar issues seemingly at random since ~november last year.

I had similar issues. They do seem to be related directly to IE in some way. I tried finding the specific setting or problem but was unsuccessful in figuring out precisely what it was. I was however able to fix it.

Open IE, click the gear and go to internet options.
Select the advanced tab to the far right and at the bottom of the box "Reset" internet explorer settings.
After doing that the next time you load IE it should behave as if you just bought the PC or installed windows. It'll start the tour, go through setup options etc.

Doing that completely solved my issues with the IGB as well as made my IE browser run much more smoothly. I think some programs, add-ons and etc just make little changes here and there to IE setting and over time issue's start to develop. A clean slate seems to be the best fix.

Anyway, I chose recommended settings and it didn't fix the issue for me. :<

It should ask if you want to delete personal settings, did you say yes or no to that? Also did you restart your computer? It must be restarted for the changes to take effect.

I deleted personal settings and then restarted the PC. Still didn't get the tour and the issue is not fixed.

What level do you have security settings set to and what are your privacy settings set to? Mine are set to default medium-high with protected mode enabled for security and med for privacy and I have no issues. Do you have any other firewalls enabled? Do you have trouble accessing those particular websites in IE? I was able to access them fine with Chrome but IE constantly froze up on them.
My exact process that fixed the problem was to...
-clear the IGB cache then exit eve
-open internet options and go to content tab, clear SSL state
-go to advanced tab and reset IE settings including deleting the personal settings
-reboot, open explorer and go through the intro, set security to med-high

After that IE loaded the pages flawlessly as did the IGB. You can try all of the above once more in order. If that doesn't work then I'm afraid I don't have anything else to offer.

If the "Welcome to internet explorer" tour isn't coming up then something doesn't seem to be getting reset.

I think we missed one very important thing. I'm have win7, and IE10, what are you on? And also, no, unfortunately repeating the exact steps didn't help. :<

EDIT: oh wait, scratch that, it works now. I guess I'm just not going to touch anything else and leave it like it is. Thanks for your help :D

For what it's worth, I'm windows 7 and IE 11.

Annoyingly enough, I had a net crash today and after everything came back up my IGB is again not working for zkill etc. Here's hoping the fix works again. Seems like IE is screwing up SSL's when it crashes or something, I really have no idea.

Edit: After clearing the SSL and rebooting (it wouldn't let me reset IE settings, kept saying all programs needed to be closed) It seems to be working again.
