EVE not launching through steam

When I try to launch EVE through steam the launcher fails to load. The cursor spins for a time, and then stops. A process called eve.exe gets stuck ~1200 K, and rundll32 stays around 50 CPU but otherwise nothing happens.

Reinstalling doesn't help. Some people have had success using regedit to remove EVE from the Windows Games Folder (for some reason), but it isn't listed in mine.

The weird thing is that sometimes I can get the game to work: restarting the computer, no loose programs, open steam as admin (helped once but could be coincidence), then launching EVE and it is like the starter motor caught on your ****** old car. She chugs into life.

There has to be a fix somewhere. Sometimes it takes hours to get onto EVE, it is making the game even more chore like than it already is (don't get me wrong though, the game is worth the slow pace, I am loving it).
