Activate an Account with a Plex?

Is it possible to reactivate an old account with a PLEX that is bought ingame by another Character? Is there some way of trading that PLEX and then have the inactive account use it to activate itself?

Or would it be possible purchasing a GTC for ISK using CCP's Trading System and then have it "transfered" to the inactive account so you could reactivate it?

In other words are there any way in which you can use ISK in order to reactivate an old account?
