Could someone explain what exactly null sec and low sec are? How do they differ? Is one more dangerous than the other? I'm thinking of getting a cloaked ship to just go exploring but I'd like to know what I can expect and how to be somewhat safe while I explore.

Null Sec is a name given to all systems that have a security status of 0.0 or lower
Low sec is all the systems .4-.1

Both of these places allow player on player violence without concord intervention so in general they are both about as 'unsafe' as anywhere outside WH's.

For your travel, the only major difference is that you can anchor bubbles and shoot bombs in Null Sec systems, and also Gate guns only exist in Lowsec.

What this means is that in Low sec your cloaky will be incredibly hard to catch ( not impossible, but improbable :P ) as the gate guns would tear up any non WT interceptor or fast lock frigate that attempted to snag youi at gates.

In Null sec, frigates can and do engaged on gates, and the Warp bubbles can prevent you from just warping off like in Low. You will have to move out of the bubble to warp if you stumble into a bubble camp with HICs, DICs, or just plain anchored bubbles.

Technically, you never should warp directly from gate to gate in either low or Null, but in Null the bubbles will catch you sooner rather than later if you get lazy about it.

Best of luck, o/

Edit:

Oh yeah, you probably won't be able to dock in any station that is under player controlled SOV ( known as SOV null ) but can dock at any time in the NPC Null systems such as the Sisters of Eve space out in PB, the Gurista Space, The Blood raider space, and Serpentis, Sansha space. DOT LAN can show you who owns SOV in what systems you are going to, you won't be able to dock in any owned by player alliances without some fancy diplo or special cases.

Lemme rehash out the above post because I have a feeling that the OP is bit of a "greenhorn."

"Low-sec" is any system with a rating of 0.4 to 0.1
In these areas you can engage any player at any time without CONCORD intervention. HOWEVER, you will go GCC (Global Criminal Countdown) which will prevent you from entering high-sec for about 15 minutes, will take gate/station-gun fire (it's tankable in battlecruiser+ sized ships), and will still suffer a hit to your personal security status (which can eventually "exile" you from high-sec if you go too "low").

"Null-sec" is like "Low-sec" but without gate/station-guns and security-status issues. Essentially, it is a "free-for-all."
Additionally, you will contend with "special" hazards that can only be found in "Null-sec" including, but not limited to:

- "Bubbles": Imagine an Area of Effect warp disruptor that covers about 20 to 30km from its point of origin (be it an Interdictor, Heavy Interdictor, and/or anchorable Mobile Disruptor). No amount of warp stabilizers can counter them and they can "drag" you away from your warp's exit point if set up properly.

- "Bombs": Stealth Bombers can equip special mods that deploy Area of Effect "smartbombs" that deal damage based on the size of a ship. If you seem one coming at you, DO NOT turn on your Microwarpdrive.

- "Outposts": Player corps/alliances can own stations out in "Null-sec" and can set the stations to reject anyone outside of the said corp/alliance to dock in said station.
